[Spike]: Investigate ISMP

Problem statement

The team at Polytope Labs is working on the ISMP (Interoperable State Machine Protocol) technology. It is part of the grants program from the Web 3 Foundation. We need to know what this technology is about and if it can be useful for us.

Definition of Done

Expected outcome: PowerPoint of PDF

• [ ] What is this technology about ?
• [ ] What use cases does it serve ? Are there any other chains using it ?
• [ ] How is it different from XCMP ?
• [ ] What would be the implication to implement it on our chain (which pallet would it communicate with, any modification of our codebase required, ...)
