[testing]: add workflow to grab 100 random jars from maven and use them as input to sootup

What happened?

• [ ] runs every monday morning
• [ ] report if exceptions / validation errors occured
• [ ] create a stub testcase to execute sootup on the failing jar with (at least) 2 testcases:
  • the failing method(s)
  • the complete jar
