Users who joined after deafining yourself are hearable

I just got this problem, glad it's already reported :)

Experience: I muted all users in the VST3 plugin and put in background. In another instance I was chatting and a new user came in and I heard a delay, we've been trying to find out WHY the new user had that echo ("no headphones?") and it took a while before I realized that the background VST3 plugin had him NOT muted...
