Weird message on ask-plan's netflags mismatching

When trying to create ask-plan with netflags, that not fits into the worker's current configuration we'll get the following error message:

not enough resources: cannot substract resources: net flags are not satisfied, required &{6}, available &{2}

We should have something more meaningful for user, e.g:

required: incoming, outgoing; available: outgoing
