PAL Version setting

I like this app, but I'm used to a PAL Dreamcast, and it's Blue Icon.

Allow the user to choose PAL branding, by setting PALVersion to True in App.config.

Works for both Windows and AvaloniaUI versions.

Please note: I have found a Rebuild may be necessary to force the app to choose the correct Icon, upon setting change. 🌀
