Use Podman to run tests on current Fedora linux

Build failure on Windows is unrelated

 Error: Got 403 from https://api.github.com/repos/erlang/otp/releases?per_page=100&page=2. Exiting with error

Can squash commits and change build to match other CI if that is preferred, at present it tests install process.

@bkmgit - I think squashing commits and bringing this inline to match the other CI makes a lot of sense if that's at all possible.
