New unit test to validate the type7 macsec keys

Add a new unit test to validate the type7 encoded CAK key which macsec module needs -- so that the CAK key is not in plain text in the config db json file.

The support for type 7 encoded CAK keys were added via PR : https://github.com/sonic-net/sonic-swss/pull/2892
