What I did Added development changes to allow EAPOL packages via trap when NAC feature is enabled along with existing trap settings.

Why I did it EAPOL packets are needed for processing of features P-NAC, along with MACSEC features. So, this eapol trap should be set if either of the features are enabled in SONiC NOS.

How I verified it Used COPP Trap configuration file for controlling/configuring the trap settings. Verified EAPOL packets reception when enabled NAC trap setting enabled.
