[POC] Read buffer config from both static config DB and config DB

What I did Change buffermgrd LUA scripts to read BUFFER_POOL and BUFFER_PROFILE config from both config DB and profile DB.

Why I did it BUFFER_POOL and BUFFER_PROFILE config are generated by J2 template when load minigraph. So, these 2 tables are part of OS image, and will move data to profile DB. same table will still exist for user config. swss-common will update to load config from profile DB and config DB and merge them together.

How I verified it PASS all UT
