Description of PR

Summary:

Changes:

• Cisco-8122 does not need to refill the queue to verify watermark behavior, so ignore the extra refill logic for 'gr2' asic.

Fixes:

• Missing a skip marking for 8122 on testQosSaiLossyQueueVoqMultiSrc test.
• Add a missing "-margin" to the lower check at the end of the queue watermark test.
