Adding port mapping for new Arista Hardware SKUs

Primiarly add support for various Arista 7800R3A SKUs s to port_utils.py. Also one minor tweak config_sonic_basedon_testbed.yml to parameterize asic_topo_config per slot.

To run the pre-commit checks locally, you can follow below steps:
- Ensure that default python is python3. In sonic-mgmt docker container, default python is python2. You can run the check by activating the python3 virtual environment in sonic-mgmt docker container or outside of sonic-mgmt docker container.
- Ensure that the
pre-commitpackage is installed:
sudo pip install pre-commit
- Go to repository root folder
- Install the pre-commit hooks:
pre-commit install
- Use pre-commit to check staged file:
pre-commit
- Alternatively, you can check committed files using:
pre-commit run --from-ref <commit_id> --to-ref <commit_id>

@arlakshm I have addressed the issue with the config change, should we go ahead with the merge? If there are any other concerns/suggestions blocking the merge, let me know and we can discuss them.

This is not critical for 202205 since this release is mostly frozen and not accepting test infra changes. Internally, we have this change patched. We would like to merge this change to master to avoid having to carry it internally.
