Support VRF in snmpd 5.9

Why I did it

In the bullseye debian linux, its official netsnmp package is based on 5.9.0 of netsnmp community. The VRF relevant code is not included until the 5.9.3 Therefore, we have to sync some of commit from new version to make sure the netsnmp be able to support VRF
