This PR is required for the changes in https://github.com/sonic-net/sonic-utilities/pull/3387. Adds libdashapi in the image and adds dependency of libdashapi to sonic-utilities

Changed files/build_templates/sonic_debian_extension.j2 to install libdashapi to the image and changed rules/sonic-utilities.mk to add the dependency
