[Arista] Update phy-credo package for bullseye branches

Why I did it

This is update the phy-credo package to the latest version for SONiC branches using bullseye host OS. We depends on this change to fix one runtime error raised on Arista platforms with external phy but unrelated to phy-credo. This change could be back ported to all SONiC branches still using bullseye as the host OS. Note that it doesn't apply to master branch.
