This patch enables the syncd/syncd-rpc bookwork migration for Innovium platform.

Migrating syncd/syncd-rpc docker to bookworm

How to verify it

Built the image with both syncd and syncd-rpc. and installed on innovium platform. Verified show interface status and syncd/syncd-rpc docker's debian release version. Verified by SONIC PTF test case using saithrift version1
