[Logrotate] Add log rotate configuration

Why I did it

No be able to do the next things:

• Perform log rotation separately for syslog and debug files
• Configure log rotation parameters like rotation frequency, file size, file rotation count

• Microsoft ADO (number only):

How I did it

• Add YANG model for a new configuration
• Extend configuration templates to support new knobs
