Move Gloo specific logic to Gloo repo

This function, most of this file, and possibly more test code should be moved to the Gloo repo: https://github.com/solo-io/go-utils/blob/master/testutils/helper/install.go#L131

Rather than living in a "utils" repo, which should be reserved for more generic code

Would like to delete this and leverage valet which has logic for deploying and ensuring the state of Gloo (among other things) on a cluster
