ExtAuth refresh flow failures only on ext auth 1.16+

Describe the bug

After upgrading to 1.16.6 the customer is seeing refresh flows for oidc fail.

Running GE 1.16 with ext auth 1.15 fixes the issue. The problem only occurs with 1.16 edge and ext auth
