Additionally, glooctl version does not always print valid json and yaml in the respective output modes

Expected Behavior

glooctl version —output json always prints valid json and glooctl version —output yaml always prints valid yaml

Steps to reproduce the bug

glooctl version without a gloo instance prints a raw string before any json
