Make response cache expiration configurable

Is your feature request related to a problem? Please describe.

Response caching defaults to a 1 hour lifetime for cache entries stored in Redis. It would be nice if this value was configurable to allow users to specify different lifetime based on their use case.

Describe the solution you'd like

Add a configuration option and Helm value to set the lifetime duration of a cached response.
