Provide dockerized meshctl with plugin binaries embedded

Is your feature request related to a problem? Please describe. Some customers may have blocked access to storage.googleapis.com or other places where binary packages could be kept. We should provide a dockerized version of the tools so that we can host them on enterprise repos like quay.io.

Describe the solution you'd like Docker container that provides meshctl function with binaries pre-packaged.
