[Admin] Product Properties of new admin interface not falling back to legacy admin

New admin doesn't fall back to old admin when trying to reach properties interface.

Solidus Version: 4.4.2

To Reproduce Make a brand new install with 4.4.2

Current behavior Properties can be created but not edited in the admin backend but not be edited in backend. Product

Expected behavior The edit properties interface is functioning.

It's missing, not broken. The new admin is a work-in-progress.

This has been addressed in main as part of the changes merged here, however it doesn't look like this made it in time for the v4.4.2 release, it was merged just after that was cut.
