Update pnpm version in the monorepo

pnpm 9 is not actively maintained, and pnpm 10 has the same lockfile structure

Just sanity checking, this says v9 will be supported through 2026 April 30.

I think we've had issues trying to upgrade pnpm in the past. Is that correct @atilafassina

@AlexErrant true. Bad wording. What I meant to say is that (afaik!) v9 won't get new features. My take on that post is that it will still receive security patches and bugfixes though.

@brenelz We did at some point, but @/birkskyum fixed them and now we're on v10 - this issue should be closed already.
