Virtualized list

This is a first stab at a VirutalizedList primitive. It is MUCH less full featured than, for example, tanstack virtual, but it works for basic cases.

I'm open to API advice or adding features, but more features will take a while since I don't have too much time to work on it. Of course, it's fine with me if other people want to hack on it too.
