The SolidOIDC spec needs to have a version number

I was looking to find the version at which the solid:OIDCIsueer triple became mandatory in a user's pod, to reference that change, but there are no versions of this protocol.

I suggest you make it version 1.0.0 and increment it in the normal way when it changes.

The Editors Draft status is orthogonal.

Or you could call it version 7.0.0 if there have been 7 (say) breaking changes (like introducing dpop) since it was started.
