Align panel name and properties with panel purpose

Based on the documented purpose of this panel, the name of the panel and any related panel properties (i.e. github repository, gitter channel, etc.) and references to them should be updated as well.

Panel has voted on changing the name to "Authorization Panel", per the minutes from 6/17.

I've noticed that solid organization has two teams https://github.com/orgs/solid/teams?query=auth

• Authorization Panel
• App Authorization Panel

Probably we want merge one into the other one.
