Stable AI improvements

Some minor improvements to the AI (nothing groundbreaking). Most importantly:

• AI will now run at the beginning of the game tick to avoid some instances of cheating and get it on par with the players
• AI will now attempt to find border stars and secure them
• Entirely new logistics algorithm based on the border stars that is hopefully more effective and uses less carriers
