Make split resources spicier

Ref split resources, to enable more diversity, I would propose that each individual NR be on the scale of 1-100 instead of 10-50, with no change to OVERALL richness.

So, in a standard game, a default star is seeded with 10-50 NR, with what I assume to be an even distribution across that range. In the split res version, I assume a similar thing happens such that the 3 res types, when averaged, equate to a similar distribution as those we see in non split res.

In my proposed version, what would be a middling NR 30 star in non split res would then get to split those resources (90 in total) across the 3 scales, such that it could end up 88-1-1, 30-30-30, or anything within that obvious range.

A normal game 50NR star could end up 100-25-25, 75-74-1 etc etc.

So stars aren't getting richer, just more diverse, and some would be truly awful at a particular thing, instead of the current 10 minimum (unless BH).

This would allow game creators to limit terra to preserve map res topography, allow or disallow world builders to exploit or ban WB resource focus (I need early cash and FA is banned, i WB an econ star, etc)... or if WB is banned, and econ is set to expensive, maybe I actively seek out the 5-5-75 kinda standard stars and target them with FAs. Etc.

Simply put, it creates more tactical hills and valleys to be exploited.

Along with this, I would double the range of the "special" stars. So wormholes currently have I think 80-150 as their range for econ NR, I would propose this move to 160-300 as the new range in split res, again, just to maintain that opt-in or opt-out peak system for game creation.
