Support remote SET

Currently SET only works on the local server; it should work remotely.

like SET ON sandcat.freenode.net SPLITMODE OFF (like DLINE ON foo)? or maybe we require SET's first parameter be a server name?

I think ON servername is the best way. While I don't think it should matter which server you're on, it's occasionally nice to have a shortcut for the local server.
