fix(docs): separated the developing sidebar

Problem

The Solana docs "developing" sidebar restructure for #26699

Summary of Changes

• segmented the "developing" section sidebar from the global sidebar
• added a footer link to the "developing overview" page
• updated 3 page titles to be more specific (for future SEO)
• updated the docs home page card "Start Building" to be more specific

@nickfrosty Is the only way to get to the develop pages from the homepage button or the navbar develop? Maybe we should think about merging all the sidebar PRs #26763 #26762 #26760 #26740 #26720 #26714 and fixing whatever navigation is needed between them.

With this PR you would be able to get to the developing section (and therefore see the developing sidebar) from the following places:

• home page
• navbar
• newly added footer link
• any page in the docs that specifically links to a page in the developing section. (There are miscellaneous internal links scattered throughout)

We can certainly merge all the PRs into 1 for the sidebar restructure though.

How else do you want to be able to get to each of the other sections? The only thing I can see as somewhat usable (and not super annoying for users) is to add a link to each of the major sections to the minor sidebars.
