dont track vscode settings

this is a PR to stop tracking vscode settings. I personally use a different theme for each repo so I don't like having vscode settings committed.

@asktree is attempting to deploy a commit to the Solana Foundation Team on Vercel.

A member of the Team first needs to authorize it.
