explorer: TPS calculation is misleading

what's the explorer source? which metric is the screenshot?

I'm not sure how to explorer gets it, but we use bank-process_transactions.count.

Actually this requires an RPC change to getRecentPerformanceSamples to expose non-vote TPS

Was randomly reminded of this today. 29159 is in the v1.16 branch, which means it is currently available on testnet if you wanna take it for a spin
