[Feature Request] Support for specifying a branch

Hi,

Thank you for this action! I'm wondering if it would be possible to specify the branch where you want to do the workflow check. The use case would be running this on a pull request and ensuring that master branch has finished CI before allowing to merge the PR (as a way of controlling deployments).

I saw the option: same-branch-only which got me thinking there must be a way to specify the branch. Wondering if it can be done here? https://github.com/softprops/turnstyle/blob/2da824432fd1b605d097378101a35779dc3cd35a/src/github.ts#L73

What are your thoughts and would you accept a PR for this?
