would be great to have a crates release depending on recent rusoto that supports Tokio 1.0

This is a good motivator. I know it seems I've been dragging my feet a little but I've been busy with somethings at work as well as out side of work. What I need to put together before I feel comfortable is a good changelog. The dependency updates are straight forward but some of the recent changes around code gen provided by external contributors are a little more involved. Once I can right those up in a change log I'll ship this next release out

By the way, it would be great to merge the https://github.com/softprops/again/pull/8 pull request and update again version before the release.
