Add the VTML200 substitution matrix

This PR adds the file with the VTML200 substitution matrix data

We need to run the format_substitution_matrix.R first. However, I think the script is hardcoded to bit/2 currently (~~the fixme line~~, i think we have bigger issues here). The current VTML160 might also be wrong since both the 160 and 200 are stored in bit/3.

Converting them to bit/2 shouldn't be that difficult. If that's the only issue I can try to do that once I got some time
