[Bucket Tier]Analyze and prepare design documet for Tiering policy

Issue/Feature Description:

As a admin i want to have tiering policy support in SODA Multi-cloud. So that while creating bukcket, user can use particular tier. Now, all the object upload will happen with this tier policy.
