Support in-cloud Lifecycle transition for GCP

Issue/Feature Description: Currently the in-cloud Lifecycle transition is not supported for GCP

Why this issue to fixed / feature is needed(give scenarios or use cases): GCP supports the Lifecycle transition of Storage Class for the objects. For some of the other Cloud providers, the Storage Class transition is supported.
