[VMware NGC Plugin] Clean Failed PLugin Registration Entries for Plugin Registry in vCenter

Issue/Feature Description: While NGC registration to vCenter, if the operation is failed, then the plugin registry is flooded with never ending tasks in the vCenter. There should be a cleaner mechanism for handling the failed operation for plugin registration.

Why this issue to fixed / feature is needed(give scenarios or use cases): To provide better User Experience for Plugin Registration.
