SODA Installer CI incosistency

Issue/Feature Description: Installer CI fails for 90% time with Timeout. Mostly for Gelato and sometime for other projects. This need to be fixed. Maybe travis_wait for any command which takes time more than 10min to o/p anything on Stdout Why this issue to fixed / feature is needed(give scenarios or use cases):

The CI has now been migrated to Github Actions. These timeouts still occur but more sparsely. This is more due to the image sizes of Multilcloud being very large.
