Update CI for SODA DOCK

What happened: After separation of Hotpot project into SODA API/DOCK/CONTROLLER we need to update CI accordingly so that project can be run independently

What you expected to happen: CI for SODA Dock should run properly and independently

@kumarashit , Basic CI is running independantly, this PR may be considered as enhacement of CI., so priority/milestone for this PR may be reduced.
