Move Telemetry code to the Telemetry repo

What happened: Currently the Telemetry code is tightly coupled with Hotpot code.

What you expected to happen: Telemetry is an independent module and user should be able to use it without Hotpot. The Telemetry code should be moved to the independent Telemetry repo. This is a requirement for SODA.
