Build issue with proto mismatch Controller-Dock

What happened: Currently the proto file need to be in sync for Controller and Dock and need to be built on the same machine. Remove this dependency with better option

What you expected to happen: There will be no dependencies among these 2 projects

This has been the issue because of environment where proto and go version were not correct. @nguptaopensds please confirm and close else comment
