[cloud] Failed rows & sample data is invalid when global scan filters are set

Describe the bug

Failed rows and sample data are currently not taking into account scan filters. This leads to inconsistencies on cloud platform where the amount of stored and displayed failed rows can be greater than the total amount of rows scanned.

To Reproduce

Run a soda-sql scan with a filter and enable sample data/failed rows.
