Sorting of "Geographical Regions" isn't clear

Right now, the sorting of the Geographical Regions seems somewhat arbitrary - It's a bit easier to find a particular state on the Desktop site because of the increased screen real estate, but on mobile, if I'm looking for a particular site, it would help if they were sorted alphabetically.

(e.g., the current order is California, Texas, New York, Florida, Illinois... and it isn't clear how we sort that.

interesting, yes, its currently done by population - mostly because this feature is mostly about getting the bot into a prioritized lense of the site graph.
