Add Memcache

Docker on non-Linux platforms can be a bit slow due to a known bind-mount problem. One thing that can help is to use Memcache. The upstream containers we use, ten7/dockstack, now has Memcache support out of the box.

We could add steps to reset.yml that will download memcache, configure settings.php, and enable the module.
