NO_ANDROID still prompts for android deps on first run

When running NO_ANDROID=1 ssc --version on first run, ssc still goes through the lengthly android dependency prompt.

Not sure the exact solution here, however I can say that there should be a way to initiate first run procedures with some kind of 0 interactive prompt option.
