Set up CI for python build (#2)
- Set up CI for python build via github action.
- Fix bug due to [0] - a function parameter was removed and arguments were only removed in R client code.

We figured it could be useful to have build the Python package by virtue of CI - making the current state of building transparent. What do you think of this?
Hi @kklein -- thanks for the contribution! I need to read about CI and then I'll merge the PR/get back to you. I'm currently on vacation, so I'll probably be in touch at some point next week.

Hi @kklein, sorry about the delay in responding. We are currently discussing possible merge of XBCF back into original XBART repo; continuous integration was originally set up for XBART python using Travis, although not sure if it was actively used. Could you please send me an email (krantsevich at asu dot edu) so we can talk in more detail what your interest in XBCF is and how we can best accommodate it (we can also schedule a Zoom call if it's easier)? Your input may also help us decide if we keep XBCF as a separate package for R and python. Thanks for your interest in the package!
