Auto Import should not be placed at top of file

Every code base I've been in has a copyright or file comment at the top of the file. It is EXTREMELY obnoxious to check code into review to find auto import has placed imports above our copy right or file header. It would be much nicer if auto imports were placed after existing imports in the file, or if the rule was to insert after any comments at the top of the file
