Design query replacement mechanism

Even though we place queries to balance the load between Tasks (#352) at the query submission time, the load in a Task can fluctuate because the input rate of an event stream also fluctuate.

Thus, we need to move some queries that are in a highly loaded Task to a less loaded Task.
