SNOW-936020: Update pre-commit hooks

What is the current behavior?

The pre-commit file is using the https://github.com/psf/black repo rather than the mirror as recommended in docs for Version control integration.

Other pre-commit hooks need updates as well.

What is the desired behavior?

To use updated versions and the appropriate mirror for black.

How would this improve snowflake-sqlalchemy?

Repo maintenance.
